Headlights and fog lights stop working - fuses seem OK. What next S90-V90 1998

1998 V90 - 96,000 miles

At parking light position of the switch, front parking lights and rear tail lights come on as normal.

At headlight position of the switch, front parking lights go out and headlights do not light. Rear lights stay on.

The brights will flash as normal no matter what position the switch is in.

Neither front nor rear fog lights will come on no matter what combination of switches I try.

I checked fuses at end of dash and in box under hood and all look OK.

Now what? Is there a master relay somewhere that has failed? If so, where is it and how to I check it?
