They're just gummed up. Remove the bells and pistons and spray liberally with carb cleaner and they should free up. If you're parked over a concrete floor, you may want to remove the circlip and totally remove the pin and spring and clean them and the recess in which they live. Just try not to lose any of the parts - say on gravel or grass. Good time to clean the bells and pistons and the carb bodies too.
