mushy brakes 200 1993

I have a 93 240 sedan. It had really soft brakes when I purchased it (ie. brake pedal had to be depressed much farther than my other volvos to work). I finally got around to bleeding the brakes (twice), and they're still just as bad as before. With the car turned off, if I pump the brakes, they'll firm up, but when I turn the car on, the pedal drops easily (with me pressing it), pretty much to the floor. With the car on, pumping the brakes does nothing, they stay soft.

Master cylinder? Brake booster? Brake booster check valve? Whats most likely and how would I test it? Thanks!

As an possibly related aside, the ABS appears to be not working (light is either burnt out or removed, so I'm not sure if it would be on), and the car spent winters in NY, so anything that could be corroded, is.
