Turn Signal Failure Question??? 200 1992

I just made an observation and I was wondering if some of you Volvo oracles had more info. I noticed that when my left rear turn signal went out, the front signal blinked at twice the speed, only to revert back to the normal pace when I fiddled with the rear signal bulb housing to get it working again. I noted in my owner's manual that the bulb failure light won't come on for a burnt turn signal. So, when a turn signal bulb fails, does the other bulb on the same side blink twice as fast as an indication to the driver that one of the bulbs is out? Or, is this an integrated safety feature of some kind to make it more obvious (or compensate) to oncoming drivers that you're about to turn? If it's the later scenario, is this a common feature of European or other model cars, and if not, why is Volvo so cool?
