Strange Horn 200 1991

Hello , I installed two new horns recently in my 1991 volvo 240 . I installed one high sound and one low sound . They are exact bosch replacement horns that were originally on the car. I replaced them because they were rusting and worked intermittently. The new ones are giving me the same problem , sometimes they work and sometimes they dont .When they dont work I hit the steering wheel hard then they work. Is there a loose connection there.I know the horn contacts are below the airbag,so I dont know of anyway to get to them. I think this is the problem, the contacts,because I am getting voltage to the horns. Can anyone help me diagnose this problem so I dont have to bring the car into a shop. All information is kindly appreciated. Thanks , rf64
