turbo still not running.....i'm not sure where else to turn.. ideas?? 200 1983

hey guys, i've been wrestling with this turbo it seems forever and still am having no success.. This car sat for a couple years before i got it and i had to replace quite a bit..fantastic metal on it though so i dont want to give it up (this is very rare here in indiana)
The car will not start. It really wants to and it will run for about 5 seconds, but it seems like it is running on only one or two cylinders. So far both fuel pumps have proven bad and are replaced, fuel filter, timing belt, plugs, cap, rotor, plug wires. I am getting spark so i dont think the problem is there anywhere. I spliced and soldered in all new wiring on the engine harness. the turbo hoses have been checked and do not leak any air.
I would imagine that if the warm up regulator was my problem then eventually the car would start after a while of trying, but it wont so i'm steering away from that. any other ideas guys? is it common for those CIS injectors or fuel distributor to go bad? i have checked the float in the air box and it is moving freely.
also the car had almost no fuel in it when i got it and i put a few gallons in along with some ATF to try and clean out the system as well.
