90 240 runs hot in city/fine on highway 200

good morning,

my 90 240 drives sweet on the highway and without traffic, but runs almost up to the red in city traffic when the weather is warmer.

i've had the thermostat replaced but it still happens? could this be the clutch fan? or would it be something else.
my indy mechanic said it could be the heater core, but there's no fluid smell or anything.
i can't really put to much $$$ into her for a bit?

any thoughts?
