Feels like the E-brake is on (( HELP )) 1986 Volvo 240 DL 200

It feels like the e-brake is on and the rear end is slightly
bucking a little, engine sounds like it bogging. The rear differential
case is covered with old caked oil. Could the differential just be
low? She wont drive faster then 30 mph now. Its my only source of
transportation.
