starting problems 120-130

My 64 122s was running great until 8 straight days of rain last year. I since tuned it up but did something wrong cause it won't start. I had the weber carb rebuilt and jetted for the b 18 engine. tickering around I got it to start but it back fires through the exhaust and carb. Also there is black sould it the carb thoart when backfiring. Plus the gas has been in there for about 6 months just sitting. Please feed me some insight on this
