wierd fuse problem (melting) 700 1986

so while i was driving today (86 760Tic) the radio turned off and went blank, and the hvac unit stopped as well. it turns out the #16 fuse melted! the fuse didnt blow when overloaded and melted the fuse as well as the fuse holder. the fuse box says to use a 30 amp fuse, so i replaced the melted 30 with a new 30, which worked for a while, then started cutting out. the fuse was hot to the touch, not just warm. or cool like all the others were.

what could possibly be causing this, and should i use a 25 amp fuse to make sure it blows instead of melting again!
