91 740 turbo rough running after front seal replacement 700 1991

I had the valve cover off to change the cam seal and had to re-use the old broken gasket along with some sealant (after a supplier sent me the wrong one). I now am getting FI fault codes 221, 121 and 113 along with hesitation, low rough idle and poor acceleration power.

These are AMM and lean mixture codes.

Does the valve cover gasket count as a potential air leak of un-metered air?
The rebuilt AMM is only 2 years old so I can't imagine it failing already and I have checked that it connected properly.
