740 Turbo Very High Idle 700

Hello all,
Here is my problem. I have an 87 740 Turbo. It has been sitting for a year due to a no start issue. I recently replaced the radio supression relay and got it running. It now idles at 2500 to 2800 rpm when I start it. I have replaced all hoses and checked and rechecked for air leaks. There are none. I have also replaced the TPS and reset it. Also have replaced the Idle Control Valve and made sure I used the correct plug in from the wiring harness.

Does anybody know any other reasons to cause such high idle at start up? I am running out of things to try. Thanks in advance.
