code 311 and no hot restart 700 1990

If you have a Regina equipped car (???), then the Volvo green book gives the following check for code 311.

"Remove panel under instrument panel on driver side. Disconnect cable ( VO-W) from speedometer ( single spade wire plug, on the far right side ,driver side,on speedo bump out). Connect ohm meter between cable and #34 connection on control unit (ECU) connector. Reading should be 0 ohm.
If fault code series 311 has flashed and resistance is 0 ohm, the speedometer signal is missing."
