So after 6 months of fiddling, 4 smog tests, a few parts I finally got the brick to pass CA emmissions. Hopefully my experience will help other brick owners out there:
1st test: December 2005
MAX (15 mph/25 mph) -- MEASURED (15 mph/25 mph)

HC (PPM) 116 / 91 -- 23 / 17 - PASS
CO (%) 0.74 / 0.62 -- 0.09 / 0.07 - PASS
NOX (PPM) 791 / 730 -- 964 / 958 - FAIL
Thought it was a vacuum leak since my check valve didn't hold vacuum and car hissed upon accelaration and shutting off of engine. So I replace check valve (per suggestions of Brickboard) and went back.....
2nd test: January 2006
MAX (15 mph/25 mph) -- MEASURED (15 mph/25 mph)

HC (PPM) 116 / 91 -- 32 / 23 - PASS
CO (%) 0.74 / 0.62 -- 0.16 / 0.14 - PASS
NOX (PPM) 791 / 730 -- 835 / 866 - FAIL
HC and CO went up slightly and NOX went down slightly, so vacuum may have had something to do with it but not enough to pass...... Now I'm thinking maybe the cat needs to go (or even the EGR) but since the cat is 15 years old, I'll change that and go back, again......
3rd test: April 2006
MAX (15 mph/25 mph) -- MEASURED (15 mph/25 mph)

CO (%) 0.74 / 0.62 -- 0.08 / 0.04 - PASS
NOX (PPM) 791 / 730 -- 784 / 1104 - FAIL
Now I'm thinking "What the #$%@!" HC and CO are way down and NOX passed at 15 mph but not at 25 mph. Shop guys thinks it's EGR........ So I take entire EGR out of the car and find the hose from the EGR valve to intake manifold is virtually clogged with deposits. Clean it out and go back, AGAIN....
4th test: today, April 20, 2006
MAX (15 mph/25 mph) -- MEASURED (15 mph/25 mph)

CO (%) 0.74 / 0.62 -- 0.16 / 0.04 - PASS
NOX (PPM) 791 / 730 -- 789 / 162 - PASS
Son of a bitch! She passed! HC at 15 mph went up a bit and NOX at 25 mph went WAY down to pass. BUT........NOX at 15 mph remains virtually unchanged, why is this?
I'd like to NOT deal with this again........
