Found the strong gas smell source, now how to fix it? 200

There has been an issue with a bad gas smell if Igna (86 245DL) was topped off. We have those gas pumps here that suck out the fumes (along with gas you paid for) so I never top off much anymore both prevent the gas fume smell and giving gas back to the station.

But in working on a brake light issue on the passenger side, found the problem! But of course now I need guidance on how to fix it. In the wagons there is a tube that goes from the plastic flap aound the gas nossle to the bottom of the car. That is supposed to prevent gas from spilling down the side of the car. Well that tube is loose in my right side storage well and can anyone guess where the overflow gas ended up? And by the look of the well any heavy rain that came in aound the gas cover.

I have looked all over for where the heck this tube is supposed to plug in. Can not find it, so where does the tube connect?
