Odd device found under passenger side dashboard 120-130

I was under my dashboard pulling my CD stereo out for use in my 940, when I noticed an odd "thing" under the passenger side dashboard.

It looks like an 8" long aluminum power strip with no plugs on it. There's a red indicator light on one end (which it not lit) and a clip/bracket thing on each edge. I'd swear that it's some kind of odd aftermarket rechargable flashlight holder or similar, but the original volvo wires for the underdash light runs right into it, plus it is very well secured to the top of the dash. It looks "wrong" but the thing is installed much better than any of the other aftermarket features that this car sports.

Does this thing sound familiar to anyone? Is this some weird stock device, or a CIA tracking device?
