'83 turbo running real rich and blackening plugs 200 1983

i finally got my turbo running...but its running really rich and really blackening the plugs. i did a fuel pressure test for the warm up regulator... initial pressure is around 80lbs. with the valve open it went from about 10 and slowwly crept up to around 50-55lbs. i'm not sure if this is normal or not..anyone know? where should i turn to look for all this. any ideas are really appreciated. thanks!
