Suspected bad FPR 700

I've been getting unpredictable mileage lately, ranging 18.5 to 21. I changed my fuel filter recently and noticed it had small strings of rust in it (I cut it open to look for problems). When I did, I tried to relieve the pump pressure by applying vacuum via.. my mouth. Might as well say it, I sucked on it. When I did, I tasted gas (never do that. the flavor is horrid.) but no liquid was present.
My undercar fuel pump is very noisy and runs continuously with the car off and in KP2. A few months ago, it sometimes ran continuously, sometimes stopped after 10-30 seconds. I was hoping the noise was because of the filter being hideously dirty (it was dirty, but the noise is still there). This weekend, I'll be cleaning the pump by back-flushing it with a mixture of gas and FI cleaner. I need to plan how exactly to provide power to it. I do have two lantern batteries (6V apiece) and could power it like. I'd like a suggestion here if anyone can help. No reason to buy a new 200$+ pump if I can clean this one and keep it alive. I need to have my wires secured and not going to spark near the stream of fuel (no barbecues, please!).

Today I hit the turbo after a sustained trip of 5-10 minutes at 60mph and got a little response, then bogging. My last smog check was fine on all emissions, with a new )2 sensor. I've got a bad EGR, but don't want to get into that.
Lately I'll get a miss once every 3-4 minutes of idling. I hadn't noticed it, but on the way home, at abour 15, I got a momentary loss of power and thought it was my imagination. This happened 2 times before the boosting loss and once after. Total distance was 12 miles and about 20 minutes.

Does it sound like my FPR is a good bet to replace? I'll do the flow test (return line) first, but I haven't had an issue like this since I was 16 and had a very blown intercooler to manifold boot. It's not at all the same, the bogging this time took a while and didn't drop the RPMs, but stopped the engine accelerating. I checked all the intake hoses and my intake box.I just did new plugs and wires a week ago (the old Autolite wires broke apart, but I patched the one that did and it drove me for one day), and my plugs are burning slightly white on the adjustable part. They are gapped right and all, no problems until today.
