740 bird noises ...brakes or bearings?? 700 1988

hello...my front wheel tweets like a bird ...this happens sometimes when i accelerate, and stops (for a short time) when i apply brakes...i changed both front pads (bendix australia) and applied anti-squeal paste, but its back ...i jacked up the front and checked the wheel(left), and i think its more than usually hard to rotate compared to the other(right)wheel...i hope its not siezed ?...also does anyone know how to tell if the wheel has sealed bearings or the older re-packable type ...could it be the bearing??..daryl from aussieland
