Big time 'shudder?' when braking 700 1991

An ongoing problem that has worsened, when braking, big time shuddering. At high speeds, it is almost uncontrolable. It can also be felt at very low speed braking.
My first thought was warped rotors...but it almost feels like the front suspension
is shuddering.

I took it to a tire store for an inspection, to get a second opinion. The mechanic says the rotors are warped due to excessive heat. Ok. I purchase rotors and pads from the parts store and during parts removal, I notice the link from the sway bar to the contol arm is broken.

Thinking that might be the problem, I decided to hold off on the brakes until I can replace that piece. The big question is could that be the problem? I couldnt really tell if there was any front to rear movement of the wheel assembly.

I will find out once replaced but thought I would get some feedback.

Thanks,
Mike
