Kickdown Cable Adjustment Or ....?? 200

1987 auto tranny 240 sedan. About 118,000 miles. Loosen or tighten kickdown cable to get car to shift sooner/at slower speeds ?? Right now cable is not all that tight(in throttle closed position)- maybe a 1/2" of play. It pulls freely and retracts back fine. Thing is that it shifts into highest gear/overdrive late. Sometimes it doesn't go until am doing 50 to 60 mph. Or does kick down cable have anything at all to do with going into highest gear/overdrive ? The kickdown function does work . When I am doing 40mph or so if I fully depress gas pedal car does downshift . Tranny flushed just about 5000 miles ago. Overdrive solenoid modified/dremeled out. Any and all insight, information, advice is appreciated
