2-1-2 Trouble Code 900 1995

The check engine light came on today but didn't notice any driveability issues. Pulled code 2-1-2 which according to FAQ's is for the 02sensor. When I take it in for emmissions every year it passes with flying colors. Even at that, I've noticed fuel consumptions been high with only 20mpg hwy. Around town and mixed driving I've seen as low as 17-18 mpg. Can't seem to get more, no matter how easy I'm on the gas. Using 87 or 93 octane yields same results.

With 164k on the odometer is it just time to replace the 02 sensor? Anything else I should look for before replacing it?
