Steering tighter about every 90 degrees 700 1986

I recently had reman rack put on 86 740 (don't even want to talk about how much I overpaid). I decided it was something I did not want to do myself. Seems like about every 90 degree or so of the steering wheel the steering is tighter. It seems to be getting better, and I sprayed the two steering u-joints with light lube.

Anyone seen this before or know enough about it to know if it is simply the u-joints or rack itself. I would hate to think it the rack. Belt are tight, harmonic balance looks OK. Want to check it out before taking back to the shop so that if it is the rack and they say it is not, I can intelligently defend my position.
