recurring 2-3-1 engine code 200 1989

I managed to get the car to pass emissions, It cost me a new cat. converter.

Now my problem is that this code keeps recurring, and my mechanic (not Volvo, but good) says if I don't get it fixed, it will probably fry the new cat over time.

I have gone over intake system for leaks, and not found any. O2 sensor and coil is in spec, and new plugs, cap, rotor. Plugs are whitish = running lean.

2 bottles of FI cleaner also went thru the system.

I pull 25 amp fuse to reset the computer, but the code comes back after about 30 mi on the highway.

Any suggestions?
