Fuel pressure damper 200

I've had a heck of a time trying to figure out why the main fuel pump in my '82 K-jet is making so much noise. Going on the assumption that it was a pre-pump going bad, I took it out, inspected the filter and hose - looks brand new. In fact, the previous owner had it replaced at the dealer with a new pump a few years ago. Same deal with the main pump - replaced four years ago.

I tested the pre-pump buy removing the fuel line before the main pump and turning it on - it pumped away, filling half a mayo jar in around 10 seconds.

However, when I measure the amperage at the fuse as one of the books says to do, it appears to be drawing 5.3 amps, high, even for the newer pump which is supposed to draw 3 - 4 amps.

Bentleys speaks of a "Fuel Pressure Damper" which FCP Groton sells for quieting the noise from the fuel pump. Is it possible that the insanely annoying buzzing from the pump is normal on this un-dampered system? My only comparison is my '93 244 or '91 245, both of which have very quiet pumps, and both of which also have a damper installed in the line it appears.

I don't know, I'm going crazy. I changed the fuel filter. I cleaned/replaced the fuses. I removed the plug from the accumulator to make sure the diaphram was intact. I also removed the relay and re-soldered some contacts which were sketchy, could the relay be causing the noise and high amp draw? Could the ignition switch?

If this was my car I'd buy a new in-tank pump and be certain it wasn't that before trying anything else but it actually belongs to a young lady who can't afford to replace anything that isn't absolutely necessary.

Anything would be helpful at this point, I'm trying to juggle information from four different manuals because not one of them contains complete information about an '82 naturally aspirated CI fuel system.
