'76 245 rear suspension- yes or no?

my '76 245 DL's rear looks like it is about ready to do a back flip because the back is sagging tremendously.

IPD says to measure the center of the wheel to the bottom of the wheel well and that 1/4" to 3/8" of difference between front/back and right/left is acceptable. I measured the four wheels:

front left - 16"
front right - 16"
rear left - 13"
rear right - 13.5"

that's 3" difference front to back. do i need to replace my rear springs? and are IPD overload springs (sold about $100 for 2 springs) of good quality?
