Over Rich at Start-up, Hot or Cold engine 200 1984

Condition has gone from a no start due to flooding with Hot engine to doing same when Cold, Temp sender changed, made no Diff. this is 84 Wagon with Bosch LH Jet-2 so there is No Cold Start Valve, plugs were changed by former owner to 2 ranges hotter to try to overcome Fouling from Over Rich, when she finally fires and "Cleans Out" she runs excellent, in researching various comments of this condition it comes down to ECU is Ka-putt, or Pressure regulator, or ?? Any thoughts on this for us LH-2 Challanged would be a great help ! Many Thx..
