240 Wagon cold start issues-- surging and slowing idle 200 1983

A relative gave me their old 240 wagon recently, it had not been maintained in any way for several years. It runs fine and starts well when it's warmed up, but has difficulty starting cold. At cold start it takes a little extra gas to catch and then the idle speed dramatically surges and slows for about 3 minutes after the cold start.

After a change of spark plugs, oil and air filter the surging idle symptom is less pronounced but still happens at every cold start.

I changed out the oxygen sensor with a friends working one, and nothing changed. I Suspect the AMM from reading the forums, but it seems that should be a constant issue, not just on cold starts.

Anyone had this symptom before? I'd like to get this ready for camping soon.
