Is my Idle Air Control Valve Faulty? 200

I'm getting codes for "faulty fuel injectors" and "system compensating for overly rich or overly lean condition." I've checked a bunch of stuff and I even found a few things that needed attention, but the check engine light keeps coming back.

Today I pulled my Idle Air Control Valve and found three things:

It measures 8 ohms across the two prongs (as the Haynes manual said it should)

When I apply 12 volts to the prongs, nothing happens (valve doesn't move)... Haynes said it should or it is bad

The valve is about 1/8 inch open and I gently tried to move it with a screwdriver wedged in next to it ... it is stuck and will not move at all with mechanical pressure.

I assume that this means the IAC is bad, but before I shell out good money for one, I wanted a second opinion.
