Power Bleeding ??? 900

I recently purchased a Motive Power Bleeder. I tested it with air only and up to 20psi, but the fluid just barely came out. When I used the foot it came shooting out. The manual says not to go beyond 20psi, is that true with our Volvo's ('92 940GL)? I do believe the master is worn, but I don't think that matters... I have no fluid leaks, just a low pedal, no air in the lines (used the foot method to check).
