87 bumper on 84 200

I bought a 1984 242 DL that had been in a collision and the bumper had been replaced with an earlier aluminum bumper. I have been looking for an 84 bumper for a while in the Pick and Pull and finally found a 1987 DL. I pulled the bumper, shocks and everything. I noticed that the 87 had a fender brace hole and also an adjustment slot in the fender. My 84 doesn't have the adjusting slot. When I mounted the bumper it is not parallel but points slightly up towards the front of the car. Do I need to create my own adjusting slot in the fender? Any information would be helpful.
