My headlights are like goldfish bowls 200 1989

I've been kind of embarassed by the water sloshing around inside my headlights, until just today I saw somebody else in a 240 in my rear view mirror who had it way worse than me!

Does anybody know for sure the path that water takes to end up trapped behind the headlight lenses? If I take the lenses off carefully, let them dry out, and reglue them (with RTV or ??), will that take care of the problem?
