Idle Problems, Do I need a new Throttle Position Sensor? 900 1993

Hello I have a 940 Volvo 125,000mi with an idle problem when it is in park. I took it to one mechanic and he pulled a 333 code and said the "throttle position sensor was short to ground". He said I need to replace it. I had a friend who is a mechanic clean the throttle body and the idle air control valve, replace the fuel filter and the rotor and dist. cap, he said not to worry about the TPS, but the idle seems to be getting worse. Should I replace the TPS or the IAC? Please help.
