16-Valve 745 backfiring problem 700 1989

I'm working on an '89 745 with the B234f engine. I've done a major tuneup, injector seals, new ignition module, new RPM sensor, new Oxygen sensor, new LH temperature sensor, new exhaust system, including a new cat. The car's a friend of mine's, and he wanted a complete fresh baseline on the engine.

Compression is 185 on all cylinders; the cam timing has been checked, and it is perfect. The AMM, the ECU, and the radio suppression relay have been swapped out with known good ones off my own 740.

The car starts immediately, but won't rev over about 2000 RPM, and starts to backfire under load. Any ideas?
