how is the 'toe- in' measured as expressed in mm. or fractions of inches 200 1990

I have changed both tie rod ends on my 245 and am about to center the steering wheel which was slightly askew before I started working on the front end.
I want to be sure that the "toe-in" is still within specs. In the Haynes manual the toe in specs are expressed in fractions of inch or mm. measured "at the rim".

I presume we are dealing with standard 14 inches rims.

I presume also that such measure indicates to what extent the foremost point of the rim should be moved inward in relation to a position where the rim is parallel to the longitudinal axis of the car.

I have been wondering if it might instead describe the total increase in the distance between the back of each rim and the corresponding decrease of the distance between the foremost point of the front rims, once the wheels have moved from true parallelism to correct "toe-in".

Can someone please clue me in.
