Backup Lights blowing cause AC? 200 1989

OK,

I have been away at school away from my brick for some time now and i get back to find my little brother telling me the backup lights keep blowing and he is just replacing fuses left and right.
I looked on the pannel to see what was happening and saw that AC and backup lights are on the same circuit. My AC was pretty dead when i got it and i tried to bring it to life this time last year with no luck, but everything is still hooked up. When i got in the car the AC knob was "on". could this cause the blowing of the fuse?
