Can A b23f shortblock be used to replace my b21ft shortblock? 200

I have a 245 Turbo, that showing an average of 6.85:1 compression ratio when measured (measurment taken cold with a small squirt of oil into the combustion chamber), and the car is still burning oil even after replacing the t3 turbo with a new turbonetics stage-3 t3/t4 Hy.
I have convinced myself that it is time to look for a rebuild or replace the motor. A friend of mine bought a b23f shortblock for on of his volvos and crashed his recipient car before he got around to installing it, and offered to sell it to me. When we unwrapped the b23f shortblock from it's plastic (volvo cert-rebuild on attached stickers)the pistons are flat-top, and the paperwork indicates the cylinder bore as stock.

Now I have read many threads and articles, and believe that the b21ft head will fit and bolt right on, I will have to change the stock cam out for a turbo cam.

Any other major concerns, advice? Can this be done?
