95 960 Horn! 900

I am having a problem with the horns on my 95 960 sedan. The horns work intermittantly. When the weather is damp or wet, they work. When it is dry, they do not. While this seems to suggest an electrical connection that is aided by the wet as a conductor, both horns were replaced last September with new.

I recall readong that the connectors on the steering wheel often detoriorate., and that cleaning them is a fix. I also remember that one should take out the fuse for the air bag to avoid it deploying. Beyond this I am not sure what to check or clean.

Any ideas on the cause would be appreciated!
