740-87 non turbo running rich above idle. Amm? Symptoms are...

HI,
The car will start and idle. It appears to idle without problem.
However, when I raise the engine above idle, it starts to run rough, and the spark plugs are carbon fouled.

If I turn the engine off, and restart the same scenario repeats.
I measured the signal voltage at pin 3 on the amm. At idle the reading is about 2.3v. when I raise the engine above idle the voltage jumps to about 3.19v. It stays at 3.19 volts after returning to idle, and until the engine is turned off and restarted.

After starting the engine and before raising it above idle, the engine appears to run normally, with no spark plug fouling.

Are these the symptoms of a bad Amm?
