Sluggish Acceleration - FPR the Culprit? 900

My daughter's '93 940 (acquired a few months ago) seems to be sluggish and underpowered - certainly in comparison to my '94 940. I have also had to crank it more than I think necessary to start it after sitting overnight. Once it starts, it idles fine. It's just that acceleration is poor. I didn't really notice either condition when I first bought the car and it seems to be getting worse. It feels like a fuel problem. I replaced the fuel filter. It was certainly fouled but this didn't make a dramatic change in the power. After reading the FAQs, I'm wondering if it is the Fuel Pressure Regulator. The brief description in the FAQs indicate that one manifestation of the FPR malfunctioning is an underpowered condition. I have thought about switching the FPRs between the 93 and 94 to see if the problem follows it.
1. Does this sound like a good idea?
2. Is a malfuntioning FPR a common source of this underpowered condition.
