How do I include pictures in my posts? 200

Okay, I just made the switch to "digital" imaging -- I put down my film cameras (manual focus SLRs) -- and got a digital one (Sony DSC-W100). One reason was the ease with which I could ask or explain things easier with a picture -- I must admit that I've long envied you guys who could do that on this forum.

So my obvious question is, what's the procedure for including a picture in my posts on this forum, like so many of you have already been doing. I need to know the procedure, each step.
For example, as I create this post, I see a button below that says "Image URL" and it says beside it, "Image Library (upload/select)". I would have otherwise imagined I just specify where on my hard disk I have the picture saved, and it would be attached, like attaching a photo to an e-mail. But it obviously doesn't seem this easy, since the reference to a "URL" would imply that I had to have already uploaded the picture elsewhere (to where, this forum's server?).
I guess you can tell, from the preceding confusion, that I need help.

Thanks folks.
