I need help to 'start' 200 1989

You may need help with this, but since you have a meter why not use it to see if voltage is getting to the starter solenoid terminal?

It's the small push-on terminal with a blue/yellow wire. Pull it right off for easier access and probe the terminal while your partner works the Key.

If you get voltage but nothing happens when you put it back on the solenoid and try again, the starter probably needs professional help or replacement.
