544 B18D fuel consumption and carb needles 444-544

Does anyone know what should the fuel consumption of a B18B be? The engine is a B18D fitted on a 544 to almost B18B specifications: CR raised to 9,8:1, C camshaft, intake manifold and head ports polished, and 2" sports exhaust fitted along with 4-2-1 manifold from a B20 engine. Carburettors are standard HS6 with paper filters red springs and SA needles. Ignition advance is 18 deg @ 1500 rpm. The current fuel consumption is around 16lt/100 km (open road),which sounds to me excessive, I expected 11-12lt/100 km. I am suspecting the carb needles, but comparing them to stock ZH ones, they don't appear that much richer. Does anyone have a suggestion of some needles to be used with those mods? Or do you think there is another factor that affects fuel consumption that I may have overlooked? Thank you in advance!
