shaking braking 200 1987

hello all. my 240 wagon shakes/shudders when i am stopping. it starts just as i am about to stop say around 15-20 mph on down. the hard i'm braking the more pronounced the vibration. i've changed the brakes all the way around. i also replaced one of the ball joints recently. suspect i'll have to replace the other. but i've never experienced this kind of vibration with a bad ball joint.
car has over 300k, and is driven 500-600 miles a week. any idea's what it might be. the guy at tread quarters said it was my struts. but he said that standing next to the car. never drove it.
