Sluggish 92 940 with Regina/Rex 900 1992

If anyone figures this out let me know I have a problem with my 92 940 non turbo , Regina/Rex system it is sluggish and will backfire when you first accelerate and once it reaches about 2000 rpm it will pick on up and run, but not as good as it should, Items I have replaced so far is the fuel filter, fuel pump, ignition amplifier, fuel pressure regulator, spark plugs. Have also checked the timing. Just a Note , it seems to run fine if I unplug the electronic cooling temp sensor and pinch off the fuel return from the pressure regulator.Any help would be appreciated
