A/C compressor cycling 900

The AC on my recently purchased 95 940 does seem to cool too well. I don't see any visible leaks, the fan operates, but the compressor cycling does not seem to work properly. Each time it cycles off it clicks rapidly (engeges/disengeges?) about 10-12 times before it disengages completely. Is this an indication that my freon level is too low? I purchased a gauge/fill kit from walmart and one time I connect it it displays 25 lbs, the next time I connect it it displays about 47 lbs. So the gauge hasn't helped me out. Any thoughts?
