Alignment is everything. There is only one way the yoke will fit over the splines. Release the lock on the column. There is a "dimple" on the column that must line up with the yokes bolt hole.

Use some cord and tie up the right side of the rack leaving some wiggle room to free up a hand for the end of the column.

You might also wedge two screwdrivers into the slot and flair the yoke ever so slightly by lever action so the screwdriver is not needed to hold the yoke open. The bolt will close it back down and by design will not allow it to separate.
