Failed WI Emissions 700

Just failed my emissions test. Here's my readings.
HC 2.5242gpm Limit 2.0000 FAIL
CO 10.7416gpm Limit 30.0000 PASS
NOx 3.7070gpm Limit 3.0000 FAIL
It passed 2 years ago without a cat. What can I do to get it to pass today? Plugs, wires, vacuum lines are new within the last year. Throttle body was cleaned recently. Please let me know if you need any additional info.
