Starting problem - electrical 200

I have battery power. When I turn the key to the on position I get full dash lights. When I turn to start all I get is a click in the center dash and the dash lights dim. Last night I tried turning the key to start repeadly and the car strated reluctantly after about 10 clicks. Also, when I jump the car it starts right up. I am assuming this is a relay problem? Can anyone tell which relay it might be?
