Vent servos and vacuum problem 700 1988

Hi all
This ones got me stumped!
Vents all stop doing what I ask them too.
They blow out the defog and floor only.
As NJ gets hotter this config takes longer to cool the old car.
I have read as much as I can off the board and gather that I may not have a failed servo, but a failed vacuum system behind the glove box.
Can anyone help me?
Could this be a simple control/vacuum problem?
That vent box looks like something off the Space Shuttle, I fear having to pull/repair it and it's array of weird servoes.
